Is the Duolingo English Test accepted for Canada PR?

No. For Canada PR, IRCC accepts IELTS General Training, CELPIP-General and PTE Core for English.

Is the Duolingo English Test accepted for a UK student visa?

Duolingo is not a UK Secure English Language Test. Some UK universities accept it for admission, but where the Home Office requires a SELT, you need an approved test such as IELTS for UKVI or PTE Academic UKVI.
